Himachal Pradesh's Strategic Overhaul: Tackling Power Losses and Accelerating Hydropower Projects

Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu has initiated a comprehensive strategy to address electricity theft and reduce power losses in the state. Directing the Himachal Pradesh State Electricity Board Limited (HPSEBL) to implement feeder-wise mapping of all consumers, the CM aims to enhance monitoring and accountability. Additionally, Sukhu emphasized the timely completion of the 450 MW Shongtong Hydroelectric Power Project in Kinnaur by July 2025, highlighting its potential to generate significant revenue and support the state's green energy objectives.​

 

Combating Power Losses: A Strategic Approach

In a recent directive, Chief Minister Sukhu instructed HPSEBL to develop a comprehensive strategy to accurately assess power losses and curb electricity theft. The initiative includes the implementation of feeder-wise mapping for all commercial, industrial, and domestic consumers, enabling real-time monitoring and data accessibility. This move aims to streamline operations and enhance transparency within the state's electricity distribution system.​

 

Enhancing Workforce Efficiency

To further strengthen the electricity board's operations, CM Sukhu proposed a restructuring of the workforce. By April 30, HPSEBL officers and officials currently on deputation in various energy departments will have the option to return to their parent organization or transfer to other departments like the Public Works Department. This restructuring is designed to optimize resource allocation and improve departmental efficiency.​

 

Empowering the Workforce

Recognizing the importance of a skilled and motivated workforce, the Chief Minister announced plans to fill 2,000 vacancies for Technical Mates and Linemen within HPSEBL. This initiative aims to bolster the organization's capacity to manage and maintain the state's electricity infrastructure effectively. The recruitment process will adhere to existing terms and conditions, ensuring that promotions and other benefits for current employees remain unaffected.​

 

Accelerating Hydropower Development

CM Sukhu also reviewed the progress of the 450 MW Shongtong Hydroelectric Power Project in Kinnaur. Despite the project's tender being awarded in 2012, construction has faced delays. The Chief Minister emphasized the need to remove bottlenecks and complete the project by July 2025. Once operational, the project is expected to generate 1,579 million units of electricity annually, providing the state with a total benefit of Rs. 1,706 crore, with Rs. 1,300 crore worth of electricity generated. Timely completion would result in savings of Rs. 250 crore and an interest of Rs. 156 crore on the revenue.​

 

Commitment to Green Energy

The Shongtong project is a cornerstone of Himachal Pradesh's broader strategy to become a green energy state by 2025. The state government has set a target to generate 500 MW of solar energy by the end of 2024, with plans to expand this capacity to 1,000 MW by 2030. These efforts align with national objectives to enhance renewable energy production and reduce carbon emissions.​
